WASHINGTON, D. C. — The Food and Drug Administration says it’s considering whether to require generic versions of the drug Celebrex to be more readily available over the counter.

The agency is investigating whether generic versions of Celebrex, the arthritis pain medicine used to treat arthritis and other painful conditions, may be more readily available and can reduce costs for many consumers. The agency’s announcement comes amid growing concerns about the long-term health risks of prescription drugs and the risks of long-term over-the-counter (OTC) medications, including over-the-counter drugs like prescription painkillers and over-the-counter drugs that are taken without a prescription.

Celebrex is one of a group of drugs known as COX-2 inhibitors, which work by blocking the COX-2 enzyme that is linked to the production of prostaglandins, the substances that cause pain and inflammation. COX-2 inhibitors are used to treat conditions such as osteoarthritis, rheumatoid arthritis, ankylosing spondylitis and acute pain in people with arthritis.

In the case of Celebrex, generic versions of the drug can be sold over the counter. The company has previously indicated that it is working with the FDA to develop a drug that could have a similar effect, but there are limited studies evaluating the safety and efficacy of over-the-counter Celebrex. The agency has said it is uncertain whether generic versions of the drug are safe.

The FDA has been working with the drug industry to develop a new class of anti-inflammatory drugs called NSAIDs, which are the mainstay of pain relief. The agency is currently considering whether to allow generic versions of the drug to be available over the counter.

“It’s important that consumers who purchase prescription drugs like Celebrex get the benefit of an affordable and effective treatment for their pain,” said Steve Stamm, president of Consumer Health Solutions, a consumer group that works with drug manufacturers to help people afford prescription drugs. “The FDA is taking a significant step towards protecting consumers by approving new drugs that have the potential to reduce pain and inflammation.”

The FDA said it is evaluating whether to allow generic versions of Celebrex to be sold over the counter.

The drug, which is called celecoxib, is currently the most commonly prescribed OTC drug in the United States, with over 200,000 patients prescribed Celebrex each year. Celebrex is used to treat chronic pain and osteoarthritis, and also to relieve pain from arthritis.

The FDA has received more than 700,000 applications for generic versions of Celebrex since its approval in July 2002. About 7,400 people in the U. S. and Canada have applied for generic Celebrex, according to the company. In the last 10 years, Celebrex has had an average annual price of $4.12 to $5.33 per tablet, compared with $2.88 per tablet in the year before. The drug is available over the counter without a prescription.

The drug’s active ingredient is Celecoxib, and it’s the only drug approved by the Food and Drug Administration to treat a form of arthritis, rheumatoid arthritis. The drug is also used to relieve pain and to reduce inflammation in patients who have not had arthritis for more than three years. In the U. S., the drug is available over the counter without a prescription. In Canada, it’s available over the counter. In most European countries, it is available without a prescription.

In the European Union, the drug has been approved for short-term use and is available over the counter. However, the European Medicines Agency has not approved it for long-term use.

“This isn’t new medication, but it is still a fairly new option, and we are really concerned about the risks associated with long-term use,” Stamm said. “The FDA is taking a significant step forward in approving generic Celebrex because we know it has the potential to reduce some of the risk of long-term side effects.”

Dr. Aaron Kesselheim, a researcher at Harvard Medical School, said he and his colleagues are hopeful that the FDA will begin allowing generic drugs to be made available over the counter.

“The agency is trying to minimize the risks associated with long-term use of this medication, and we’re working with the FDA to make sure that it is safe and effective for people,” Kesselheim said.
